Do I need building consent?

An in-ground pool generally needs building consent, and the barrier fencing always does. Schedule 1 clause 23 of the Building Act exempts a pool of 35,000 litres or less supported directly by the ground, but clause 23(2) makes clear that the exemption does not extend to a fence or hoarding restricting access to it.
